Pay Rate
The hourly wage the agency pays the worker, before employer taxes and burden.
Pay rate is what shows up on the worker's pay stub as their hourly wage — it's not the agency's cost to employ them. Add payroll burden on top of the pay rate to get the fully-burdened cost, the real number a bill rate has to clear.
